Hi Kyle,
I recommend that you call and talk to your local veterinarian about this. Having fleas after using a flea treatment can be caused by a few different things. In a severe infestation new fleas may be jumping on her from the environment and when you find them they are in the process of dying. There is also the possibility that the medication did not absorb correctly or is not working as expected. Your vet knows your pet and the local area and they will be able to give you the best advice on the next steps needed for your unique situation.
