You can clean it with a moistened Q-Tip, but you will need to be very careful to not touch the eyeball. If the wound goes all the way through the layer of skin, you need to make an appointment to see your veterinarian. If the puppy is squinting, rubbing the eye or acting at all like he or she is uncomfortable or in pain, you need to get the puppy to the vet right away. Whatever caused the scratch could have also scratched the surface of the eyeball which will require medical treatment to heal.
