Puppies, even those for the same litter, can have very different personalities. The differences in your puppies may be normal. However, it could be that the smaller puppy was something going on that is causing the lethargy. I recommend that you take them both into see your veterinarian. They can examine both of them and make sure that they are healthy. In this case, especially with the history of intestinal parasites, it is better to be safe than sorry.
