Hi Jane, I recommend that you take him into see a veterinarian. The whining can be caused by itching or discomfort. Especially if you are worried that he is hurting it will be best to have him examined for the cause of his whining. Your vet can talk to you about the potential causes for the whining and the treatment that he needs after they have examined him.
