California Regional Education Symposium (CARES)

Please join us for an informative continuing education presentation designed specifically to satisfy requirements for reciprocity / licensure by endorsement, and for continuing education in the State of California. The topics and duration of the symposium is specified by the California Practice Act (please consult the draft agenda). California temporary licensees with RCP license type must attend the complete conference. Other veterinarians may attend sections of the symposium as needed for satisfaction of continuing education. Due to the dual purpose of the symposium (temporary licensure requirements and general continuing education), all attendees are required to sign-in and sign-out for each day. CE certificates will be individually created and specify the number of hours you attended. Because if the strict attendance policy local lodging is highly recommended. Late arrivals, early departures or absences during lectures time (regardless of the reason) may lead to less than the 26 hours of CE required for reciprocity (make-up time cannot be provided). Attendees will be provided with flash drives or CDs with PDFs of the presentations and all related materials. If you would like handouts in paper form, there will be an additional fee of $15.00 (please indicate your preference when registering. Additionally, a passport photo is required when registering, and you will need to present a government issued identification to pick-up your registration packet.

How to Register:

Registration includes scientific lectures, designated syllabus (electronic, unless otherwise specified), lunch, dinner (except the final day), and refreshment breaks. Registration deadline is Monday, March 5, 2012. No on-site registration will be available.

Refunds will be processed 30 days following the conclusion of the symposium. Fifteen percent of the total to be refunded will be deducted from the balance for processing fees. No cancellation/refund requests will be honored after March 5, 2012.

Note: This program has been submitted (but not yet approved) for 26.5 hours of continuing education credit in jurisdictions which recognize AAVSB RACE approval; however participants should be aware that some boards have limitations on the number of hours accepted in certain categories and/or restrictions on certain methods of delivery of continuing education. California Reciprocity Update

Veterinarians who are licensed in another state can apply for and receive a license in California without having to take and pass the California Veterinary Exam. Details of the reciprocity licensure process are outlined below:
 
Each candidate must apply using the Reciprocity or Intern/Resident Application. Once their application is complete the candidate can 1) choose to obtain a temporary one year license, work under the supervision of a California licensed veterinarian, and during the period of temporary licensure take a three day course on California diseases (CARE symposium), or 2) stay in the state they are in and come to California in March when the CARE symposium is offered. Following verification of CARES attendance, the candidate may apply for a permanent license.
 
The CARE symposium is currently scheduled to be given March 21-23 2012.
 
You can obtain the Reciprocity or Intern/Resident Application and instructions from the Veterinary Medical Board’s (CVMB) website at www.vmb.ca.gov.
 
The CVMB will qualify candidates by checking on the following criteria:
  1. The Candidate veterinarian must hold a current valid license in another state
  2. The Candidate veterinarian must have worked two years full time in the last three years in clinical practice.
  3. The Candidate veterinarian must have no disciplinary actions with the veterinary medical board in the state or states they are licensed.
  4. The Candidate veterinarian must have passed all national licensing exams required in California at the time of original licensing (including ECFVG or PAVE Certificate, if applicable).
  5. The Candidate must supply at least two letters from two fellow practitioners that verify that you have been lawfully engaged in full time practice of veterinary medicine for a least two years within the three years immediately preceding their application and completed a minimum of 2,944 hours of clinical practice.
These letters should be typed on business letter head or have business cards attached. They should state the specific beginning and ending dates and hours of practice and contain a detailed summary of his/her clinical practice activities. The letters should reveal the candidate’s qualifications and competency to practice in California.
 
After you have met the above requirements the Board will mail you the California Veterinary Law Examination , this is an open book exam you take at home and return to the CVMB.

Business & Professions Code Section 4848(b)(5)
 
The applicant completes an approved educational curriculum on regionally specific and important diseases and conditions. The board, in consultation with the California Veterinary Medical Association (CVMA), shall approve educational curricula that cover appropriate regionally specific and important diseases and conditions that are common in California. The curricula shall focus on small and large animal diseases consistent with the current proportion of small and large animal veterinarians practicing in the state. The approved curriculum shall not exceed 30 hours of educational time. The approved curriculum may be offered by multiple providers so that it is widely accessible to candidates licensed under this subdivision.
 
Permanent licensure is granted once the candidate has attended a 26-hour course on California Regional Specific Diseases. There is no test associated with this educational course, but attendance will be officially monitored and reported to the CVMB. The emphasis is on educating incoming veterinarians on the diseases commonly seen and important in California. Banfield, The Pet Hospital, is sponsoring the California Regional Education Symposium (CARES), a continuing education presentation designed to satisfy requirements for reciprocity/licensure by endorsement, and for continuing education in California.
 
If the Candidate veterinarian has less than two years of experience in the last three years, they will need to take the California State Board Examination after eligibility is verified by the CVMB.
